ICC＝国際刑事裁判所の赤根智子判事は、２０２３年3月、ウクライナ侵攻をめぐり、ICCがプーチン氏に逮捕状を出した際の判断に加わりました。逮捕容疑は、占領地域のウクライナの子どもたちをロシアに移送したことが“国際法上の戦争犯罪にあたる”というものです。
逮捕状が出て以降、プーチン氏は国際会議への参加を見送らざるを得ないなど、外交政策に一定の影響が出ています。反発を強めるロシアは、５月、赤根判事らICCの判事3人を指名手配する報復措置に出ました。
赤根判事は、プーチン氏に逮捕状を出した経緯や意義、ロシアからの指名手配についてどう考えているのか。ニューヨークの国連本部でインタビューしました。

In March 2023, Judge Tomoko Akane of the International Criminal Court (ICC) participated in the decision of the ICC to issue an arrest warrant for President Putin over the invasion of Ukraine. The arrest warrant was issued on suspicion that the transfer of children from occupied Ukraine to Russia constitutes ”a war crime under international law."
Since the arrest warrant was issued, Mr. Putin's foreign policy has been affected to a certain extent, such as being forced to postpone participation in international conferences. Russia took retaliatory measures in May by placing three ICC judges on the wanted list, including Judge Akane.
What does Judge Akane think about the circumstances and significance of issuing the arrest warrant for Putin, and about being on the wanted list in Russia? We interviewed her at the United Nations Headquarters in New York.
